Absence from this record means we have not got there. It does not mean nothing is happening.

Every comparable registry asks you to trust it. This one asks you to check.
The usual model is self-report: an organisation types a number into a form and the number becomes the record. Two such platforms were caught overstating by journalists rather than by their own systems. Working the other way round costs more and moves slower, and it is the only part of this that cannot be copied.
